Black Ops 4: 60Hz Tickrate! Whats Wrong With Activison and Treyarch?

The Black Ops 4 Multiplayer got its tick rate reduced from 60Hz in the beta, to 20Hz at release. Now it seems like the multiplayer is running at 60Hz again, but Activision and Treyarch don't seem to care much about the networking in this game.
